Abstract:During the “14th Five-Year Plan” period, the economic growth rate of Lanzhou New Area led that of national-level new areas, and its natural climate conditions changed significantly. Aiming at the new situation and challenges faced by the flood control system in Lanzhou New Area, the ideas and measures for the construction of the flood control system are proposed. Based on an in-depth analysis of the economic and social development of Lanzhou New Area, the impact of climate change, and the changes in the balance relationship of storage, detention and discharge, and combined with the current status of flood control planning and engineering system construction, the shortcomings of current flood control projects and the problems existing in the “Four Preparations” intelligent management and other aspects are identified. The research conclusion shows that the efforts should be made from both engineering measures and non-engineering measures. By building the flood detention and storage areas, improving the rainwater and flood channels, strengthening the monitoring, early warning and emergency management, and exploring the new technologies such as sponge cities, an intelligent and integrated flood control system is built, the regional flood control and disaster reduction capabilities are continuously enhanced, and the high-quality economic and social development is ensured.
