    摘要:

    为有效提升高速公路桥梁运营安全水平,旨在构建一套系统化的风险防控与隐患排查治理体系,以预防重大安全事故发生,保障桥梁长期安全服役。通过以上海某高速公路桥梁为例,首先将运营风险源归纳为桥梁结构、交通安全、运行环境、自然条件与管理5大类别,采用LCD(life cycle design)评价法对各风险源进行定级评估并制定分级管控措施。在此基础上,建立动态隐患治理机制,明确各类风险的排查频次与响应流程,最终形成覆盖“风险辨识—评估管控—隐患排查—治理反馈”全过程的闭环管理体系。实践证明,该体系的实施有助于实现桥梁运营风险的前瞻性防控与隐患的精准治理,显著提升养护管理效能,从而延长桥梁使用寿命,并为同类桥梁的安全运维提供参考。

    Abstract:

    To effectively enhance the operational safety level of expressway bridges, the aim is to establish a set of systematic risk prevention and control and hidden danger investigation and governance system to prevent the major safety accidents and ensure the long-term safe service of bridges. Taking an expressway bridge in Shanghai as an example, the operational risk sources are classified into five categories, such as bridge structure, traffic safety, operational environment, natural conditions and management. The LCD evaluation method is adopted to grade and assess each risk source and formulate the graded control measures. On this basis, a dynamic hidden danger governance mechanism is established to clarify the investigation frequency and response process for various risks. Eventually, a closed-loop management system covering the entire process of “risk identification - assessment and control - hidden danger investigation - governance feedback” is formed. The practice has proved that the implementation of this system is conducive to the forward-looking prevention and control of bridge operation risks and the precise governance of hidden dangers, significantly improving the efficiency of maintenance and management, thereby extending the service life of bridges and providing a reference for the safe operation and maintenance of similar bridges.
