Research on Lake Governance under Background of Beautiful Rivers and Lakes Construction: A Case Study of Shi Lake

2025年，国务院常务会议部署开展美丽河湖保护与建设行动，为全面推进美丽河湖保护与建设，强化优秀案例示范引领作用，以什湖生态治理为例，提出美丽湖泊综合修复与保护的策略和技术体系。秉承“师法自然、让自然做功”的生态理念，分别从构建弹性水域以提升区域排涝安全韧性、综合治理外源与内源污染以提升水环境质量、探索多源生态用水智慧调控模式以保障生态水位、实施水陆一体近自然修复以提升生物多样性、滨水空间打造以满足周边群众亲水需求等方面，系统阐述了什湖生态治理的具体路径与实施方法。研究成果有助于推动美丽河湖综合开发利用和水产城融合发展，并为同类型湖泊保护与建设提供可借鉴、可复制经验。

Abstract:

In 2025, the State Council Executive Meeting deployed to carry out the action for the protection and construction of beautiful rivers and lakes. To comprehensively advance the protection and construction of beautiful rivers and lakes and strengthen the exemplary and leading role of outstanding cases, taking the ecological governance of Shi Lake as an example, the strategies and technical systems for the comprehensive restoration and protection of beautiful lakes are proposed. Adhering to the ecological concept of “learning from nature and letting nature take its course”, the specific paths and implementation methods for the ecological governance of Shi Lake are systematically elaborated from the aspects of constructing resilient water areas to enhance the resilience of regional drainage and flood control safety, comprehensively managing external and internal pollution to improve water environment quality, exploring a smart regulation model for multi-source ecological water use to ensure ecological water levels, implementing integrated land-water near-natural restoration to enhance biodiversity, and creating waterfront spaces to meet the water-friendly needs of surrounding residents. The achievements are conducive to promoting the comprehensive development and utilization of beautiful rivers and lakes as well as the integrated development of aquatic products and cities, and provide reference and replicable experiences for the protection and construction of similar lakes.
