Abstract:Aiming at the issue of the disconnection between pollution control and waterlogging prevention in the combined sewer areas of coastal cities, taking the Haikou Datonggou Flood Separation Channel Governance Project as the research object, the paths for collaborative governance are explored. In response to the ecological civilization requirements of the Hainan Free Trade Port, the complex water issues such as direct sewage discharge during the dry season, overflow during the rainy season, and waterlogging at high tide levels are addressed. Centered on the concept of “co-treatment pollution and waterlogging”, a system of “sewage control + waterlogging prevention” is established for the project. A strategy of “source separation - process control - end-stage interception” is adopted. The principle of “maximizing separation and supplementing with interception” is adhered. The measures such as pumping station reconstruction, culvert regulation, separation of rainwater and sewage, and end-stage interception are implemented. The rainwater forced drainage facilities are planned to add. The results show that this engineering measure can effectively intercept sewage, reduce pollutants flowing into the sea and alleviate the risk of waterlogging. The simultaneous improvement is achieved in water environment and water security, and a collaborative and precise governance model is established. The replicable examples are provided for similar coastal cities with the significant theoretical and engineering value.
