    摘要:

    针对气候变暖导致极端降水频发,我国水利市政与社区面临脆弱性及“重减缓轻适应”困境。以C40“绿色繁荣社区”框架为指引,结合国家流域治理与数字孪生水务政策,构建“减缓-适应-韧性”协同路径。路径涵盖海绵城市、能源工厂等业务创新,以及数字孪生预警平台、EOD融资模式等技术与机制。案例表明,水-能-碳-社区协同规划显著提升径流控制率、碳减排与洪涝预警能力。研究建议将水务碳核算与社区韧性纳入城市碳中和规划,并加快制定技术导则与设立专项基金,推动系统从被动防御向主动适应转变。

    Abstract:

    In response to the frequent occurrence of extreme precipitation caused by global warming, the water conservancy, municipal and community sectors are confronted with vulnerability and the predicament of “emphasizing mitigation over adaptation” in China. Guided by the C40 “Green and Prosperous Community” framework and combined with the national policies for river basin governance and digital twin water management, a collaborative “mitigation - adaptation - resilience” path is constructed. The path includes the core innovations such as sponge cities and energy factories, as well as technologies and mechanisms including digital twin early warning platforms and the EOD financing model. The case shows that the integrated water-energy-carbon-community planning significantly enhances the runoff control rate, carbon reduction and flooding early warning capabilities. It is recommended to incorporate the water utility carbon accounting and community resilience into urban carbon neutrality planning, accelerating the formulation of technical guidelines, and establishing special funds to promote the transformation of the system from passive defense to active adaptation.
