Abstract:In response to the frequent occurrence of extreme precipitation caused by global warming, the water conservancy, municipal and community sectors are confronted with vulnerability and the predicament of “emphasizing mitigation over adaptation” in China. Guided by the C40 “Green and Prosperous Community” framework and combined with the national policies for river basin governance and digital twin water management, a collaborative “mitigation - adaptation - resilience” path is constructed. The path includes the core innovations such as sponge cities and energy factories, as well as technologies and mechanisms including digital twin early warning platforms and the EOD financing model. The case shows that the integrated water-energy-carbon-community planning significantly enhances the runoff control rate, carbon reduction and flooding early warning capabilities. It is recommended to incorporate the water utility carbon accounting and community resilience into urban carbon neutrality planning, accelerating the formulation of technical guidelines, and establishing special funds to promote the transformation of the system from passive defense to active adaptation.
