Abstract:With the deepening of the reform of government-invested project approval, the requirements for the accuracy and compliance of municipal engineering investment management and control have been greatly improved. However, the municipal engineering of industrial new towns has problems such as high construction cost and excessive investment due to the need to meet the demands of high-end industries. The existing research is difficult to meet the demands. The aim is to solve this pain point and provide support for similar regions. Taking the Majuqiao Intelligent Manufacturing Base in Yizhuang New Town as the empirical carrier, the core concepts are defined, a three-dimensional management and control framework of policy-space-engineering is constructed, the formation mechanism of investment is revealed, and the pain points of full-cycle management and control are diagnosed in order to construct a full-cycle investment optimization strategy system. This optimization strategy can reduce the comprehensive cost per kilometer by 15%~25%, which enriches the theoretical system of municipal investment management and control in industrial new towns, improves the relevant research content, forms a replicable and promotable practical paradigm, effectively improving the efficiency of government funds, and promoting the in-depth integration of municipal facilities with industries and resilient cities.
