在系统梳理保亭县综合交通运输发展现状和存在问题的基础上，科学研判“十五五”时期新形势与新要求，以山海联动、绿色引领为核心导向，前瞻性提出“2-3-6”发展思路：锚定“三区三地”战略与中欧（保亭）绿色数字创新合作区建设两大目标，聚焦服务品质提升、产业布局支撑、系统韧性增强三个重点，实施完善基础设施、提升服务品质、探索“交通+”模式、推动智慧绿色转型、增强安全保障、提升管养水平六大行动。研究成果可为保亭县及同类山区县市“十五五”交通规划编制和推动综合交通运输高质量发展提供决策参考。

Abstract:

On the basis of systematically sorting out the development status and the existing problems in the comprehensive transportation in Baoting County, the new situation and the new requirements for the “15th Five-Year Plan” period are scientifically assessed. Taking the mountain-sea linkage and green leadership as its core orientation, the development idea of “2-3-6” is proposed in advance, such as anchoring two goals of the “three-district and three-area” strategy and building the China-Europe (Baoting) Green Digital Innovation Cooperation Zone, focusing on three key points of improving service quality, supporting industrial layout and enhancing system resilience, and implementing six actions of perfecting infrastructures, enhancing service quality, exploring “transportation+” model, promoting smart and green transformation, strengthening safety assurance, and upgrading operation and maintenance level. The research results can provide the decision-making references for the formulation of the "15th Five-Year Plan" for transportation planning in Baoting County and similar mountainous counties and cities, as well as for promoting the high-quality development of comprehensive transportation.
