Abstract:Large-area land reserve projects are characterized by substantial funding needs, long implementation cycles and multiple stakeholders, making funding estimation and special-bond financing scheme formulation highly complex. Taking the Phase II land reserve project in the central-northern waterfront area of a city as an example, based on the practice of scheme formulation, five key difficulties are identified that are the principal and interest calculation of multiple batches of bonds, the cost estimation of land acquisition and storage, the scheduling of land acquisition and storage, the superposition of long-term risks, and the quantitative argumentation of comprehensive benefits. And the targeted solutions are proposed. By establishing a dual-track accounting system for municipal and district areas, a dynamic cost monitoring and deviation early warning model for each plot, a multi-factor acquisition and storage ranking model oriented by time axes, the multi-scenario stress tests, and a four-dimensional quantitative indicator system, the synergy of funding estimation, risk identification and performance demonstration has been enhanced, which can provide a reference for the formulation of financing schemes for similar large-area land reserve projects.
